Why do the fees differ in IPS and WealthSolver?

IRESS has advised that the difference between the ICR between Wealthsolver and IPS are due to the following:

Wealthsolver
The ICR and Performance Fees will appear as separate items in the fee comparison.

IPS
The ICR and Performance Fees will appear as one figure under ICR in the fee comparison.
